The Law Enforcement Charitable Foundation was founded to uphold a crucial mission: protecting the independence of local police departments from the centralizing influence of the federal government through charitable means. Today, we recommit to our original focus: supporting local law enforcement in its essential role as a community-rooted institution, free from national control.

Our renewed sense of purpose draws inspiration from past warnings of the dangers posed by centralized control over police. In 1961, for example, the U.S. Senate Subcommittee on Internal Security heard testimony from Lyman B. Kirkpatrick, Jr., inspector general of the Central Intelligence Agency. His testimony, titled “A Communist Plot Against the Free World Police,” outlined strategies used by foreign agents to destabilize local law enforcement across the globe.

According to Kirkpatrick, communist operatives were trained to infiltrate police departments, steal information, and incite public distrust. They aimed to exploit police vulnerability and use incidents — whether manipulated or genuine — as justification for dismantling departments and imposing centralized control. Kirkpatrick identified two primary tactics:

Subversive infiltration: Gaining influence over political, economic, and cultural institutions to undermine local control from within.

Militant disruption: Coordinated actions such as demonstrations and riots designed to provoke a response from police and discredit them in the public eye.

These tactics are still seen today. Black Lives Matter riots, “defund the police” proposals, and the “50501” protests illustrate how law enforcement is regularly placed in harm’s way. (To learn more about these tactics and Kirkpatrick’s warnings, read “Communist Attack on Local Police” on page 8.)

At LECF, we believe that our officers need not only physical protection, but educational and institutional support. Too often, local departments are underfunded and forced to rely on federal grants for basic equipment and training. This dependency opens the door to federal control, threatening the very independence of local law enforcement.

We are dedicated to breaking this cycle by reemphasizing our “Support Your Local Police” mission. LECF is committed to:

Raising awareness about the importance of locally controlled law enforcement;

Providing financial support for equipment and training to departments that lack sufficient resources;

Fostering strong bonds between local police and the communities they serve; and

Supporting fallen officers’ children through scholarships to FreedomProject Academy.

By empowering local officers and communities, we can ensure that law enforcement remains accountable to the people — not distant bureaucracies or subversive agendas. Our mission is as urgent today as it was when LECF was founded, and we invite all who value liberty, order, and local governance to stand with us.
